This may be an institution or authority, but it can also be emotional distance, firm boundaries, or circumstances that leave little room for movement. The answer is not necessarily no, but there is a barrier that needs to be acknowledged.

Look at what is creating the distance. Some boundaries can be crossed with time or the right approach; others are there for a reason. Do not force access where it is being withheld. The Tower asks you to see the situation as it stands and decide whether waiting, respecting the limits, or taking a more independent path makes the most sense
